He starts by talking about and defining the problem. He says that Emotional Inebriety often becomes noticable at about 5 Years Sober. Depression and Anger replace the joys of contented sobriety. It is caused by a lapse in Spiritual Growth. In the early "hungry" days spiritual growth occoured naturally if it hadn't we would have relapsed. However with a little time behind us spiritual growth lapses because now we have to work at more.

He talks about dealing with feelings of Rage and Self-Hatered. Overcoming negative emotions through positive action. Ultimately Emotional Sobriety is a message of hope. We must do the work but we can have happy contented and uninterupted sobriety.
